You've left out totally upgrading ventilation systems in all public buildings: MERV-13 filters, 5 times an hour outside air exchanges. The government provided money for this, especially in schools, and I haven't seen any reports that that money was used. We already had "sick buildings" before COVID. Another missed opportunity to address the issue in the context of an airborne disease.
