We should raise everyone up, but not via equal amounts of homework. Take all the property taxes from an entire school district and divvy them up EQUALLY across all schools, even those in poorer neighborhoods. That way, kids in poorer neighborhoods will have resources in their school budget to pay for better teachers, more books, etc. In Europe, I don't think that a school's budget is determined by local property taxes. Our system just perpetuates inequality.
