I've noticed this for the past several months. I am writing more often, get engagement and claps, get distributed by one of the publications I write for, and add a dozen or more followers a month, and I'm lucky to make $12 a month. My best month was more than a year ago, when I made $44. That was when I had a lot fewer followers and wrote less frequently.

I don't know what data Medium uses to calculate earnings. I used to think it was time based, but maybe it's number of fans, claps, claps per person, and how many times I cross my eyes when writing 😉

I'm thinking the platform is going broke. No other explanation makes sense.
