I see a couple of other factors at play: The decline of purchases of home printers (expense I think was a key driver there), and the declining reliability of USPS. I live in a garden apartment complex. Our mail routinely goes missing or gets delivered to the wrong building. Once I've had that happen to mail with critical personal information in it (paystub, financial statements) I shifted to getting everything electronically. Admittedly, these have to do with the home, not the office, but it would account for the decline of paper sales overall.
